The City of London and Canary Wharf, which together comprise the city's primary central business area (CBD), comprise the historic center of London. In addition, the City of London serves as a local government territory and a ceremonial county. This area comprised the majority of the city during the Middle Ages, when London was first founded by the Romans in the first century AD, but it has since greatly expanded beyond the limits of the City of London.
